Creating a USI with non-verifiable ID
An education or training provider can create a USI on behalf of a student using a non-verifiable ID when:
- a student identifies as a First Nations Australian or is incarcerated and does not have access to verifiable ID
- one of the non-verifiable IDs (listed below) can be used on the student’s behalf
- education or training provider is approved to use the Document Verification Service Override (DVSO) function within the USI Organisation Portal.

Accessing DVSO
The DVSO function can be used by providers who are:
- Registered training organisation (RTO)
- Higher education providers
- VET Admission Bodies (VABs)
- Tertiary Admission Centres (TACs).
To use the DVSO function, your organisation must have access to the USI Registry System.
Correctional Services
Under the Student Identifiers (VET Admissions Bodies) Instrument 2015, a correctional service provider may qualify to be a VET Admissions Body (VAB).
- providing Vocational Education and Training (VET) courses
- issuing VET qualifications or statements of attainment.
Providers will only receive access to the DVSO function for a 12 month period. A reminder will be sent to your organisation's nominated email address 4 weeks prior to expiry. You must complete a new DVSO request annually to continue to access the DVSO function.

Using DVSO
Before using DVSO for a student, check that the student does not have a USI by completing an existing USI search.
DVSO can only be used to create a USI for a student if:
- verifiable ID cannot be provided
- an existing USI search does not find an existing USI for the student
- one of the non-verifiable identification documents listed below is provided.
Non-verifiable identification
When using DVSO, enter the name of the student exactly as it appears on the non-verifiable ID.
Accepted non-verifiable ID documents
- State proof of age cardsphoto card (NSW)
- proof of age card (VIC)
- photo identification card (QLD)
- proof of age card (QLD)
- photo card (WA)
- proof of age card (SA)
- personal information card (TAS)
- evidence of age card (NT)
- proof of identity card (ACT)
- Evidence of Identity (EOI) form (for a First Nations or incarcerated student)
- Defence Force identity card (issued by the Australian Defence Force, showing name, date of birth and photo or signature)
- Australian Taxation Office notice of assessment (NOA) in the student’s name and address and less than 2 years old from the date of issue
- Form 2 Offender ID Letter (used by correctional facilities or providers in Queensland only).
The Form 2 Offender ID Letter in Queensland will display as ‘state government document’ in the drop down list in the Organisation Portal or your Student Management System (SMS). No other state government documents are accepted.
Update existing USI with DVSO
You are not able to update a student’s personal details using DVSO.
The student can call us for assistance with their verifiable identification. Alternatively, providers can submit an EOI form on the student's behalf to us.
