You can not apply for a USI until you arrive in Australia.

You must enter your name details exaactly as they appear on your Visa Grant Notice.
If you have an accent (diacritic) in your name, refer to the bottom of your passport to see how this has been interpreted. For example, ä may be interpreted to read 'ae'.
The following details on the Non-Australian passport must match in order to verify in the USI Registry System:
- Family Name
- Given Name(s)
- Date of Birth
- Passport Number
- Country of Passport
Example non-Australian passport: People’s Republic of China
Hong Kong passports
If you have a Hong Kong passport, you may have to select the country of issue as China if your details are not verifying.
New Zealand students
Students from New Zealand will not be able to create a USI using their New Zealand passport until they have entered Australia and their passport has been registered with the Australian Department of Home Affairs. Once the passport is registered with the Department of Home Affairs, it can be verified and the student will be able to create a USI using their New Zealand passport.
