Information Publication Scheme Agency Plan
The Student Identifiers Registrar (the Registrar) is an agency subject to the Freedom of Information Act 1982 (FOI Act) and is required to comply with the Information Publication Scheme (IPS) requirements. This Information Publication Scheme Agency Plan (Agency Plan) describes how the Registrar proposes to do this, as required by subsection 8(1) of the FOI Act.
Purpose
The purpose of the Agency Plan is to:
- assist the Registrar in planning and administering its IPS entry
- comply with subsection 8(1) of the FOI Act by listing what information the Registrar proposes to publish, how and to whom the information will be published, and how the Registrar will otherwise comply.
Objective
The objective of this Agency Plan is to outline the arrangements the Registrar has in place to:
- manage the Registrar’s IPS information holdings
- proactively identify and publish information required to be published (subsection 8(2))
- proactively identify and publish any other information to be published (subsection 8(4))
- regularly review information published under the IPS to ensure it is accurate, up to date and complete (section 8B)
- enable information published under the IPS to be easily discoverable
- support compliance with the Web Content Accessibility Guidelines
- support greater understanding of the objects of the FOI Act and encourage the pro-disclosure culture in accordance with government policy.
Establishing and administering the agency’s IPS entry
Assisting the Registrar within the Office of the Student Identifiers Registrar (OSIR), the General Manager OSIR is the Freedom of Information Champion responsible for leading the agency’s compliance with the IPS. The Freedom of Information Champion is supported by a Director OSIR who is the Freedom of Information Officer responsible for administering OSIR’s IPS entry, including by maintaining this Agency Plan.
Information required to be published under the IPS
The FOI Act requires the following information to be published as part of the IPS.
Organisational structure
The organisational structure for OSIR is included in the Department of Employment and Workplace Relations organisational chart.
Staff made available to assist the Registrar under section 45 of the Student Identifiers Act 2014 are departmental employees.

Annual reports
The Registrar’s annual reports on operations given to Ministers and presented to Parliament under section 51 of the Student Identifiers Act 2014 are appended to the Department of Employment and Workplace Relations annual reports.
Public review and consultations
The Registrar’s functions do not involve public review or consultation.
Senate order listings
Senate Order 13 requires all procurement contracts be listed in a report on the AusTender website.
Procedural Order of Continuing Effect Number 12 requires each Department to publish a list of the titles of all relevant files, including new parts of existing files, created in the preceding six months commencing on 1 January and on 1 July. Files created by OSIR are listed as part of the Department of Employment and Workplace Relations listing of departmental files.

IPS compliance review
This IPS entry was developed with regard to the relevant guidelines published by the Office of the Australian Information Commissioner in accordance with section 93A of the FOI Act.
The Agency Plan is reviewed annually. This version of the Agency Plan was published in September 2026.
