USI Registry System Enhancements: Helping RTOs capture and verify USIs more easily - NEW
Now that the USI Transcript Service is available, students can grant RTOs permissions to view and download their transcripts directly from their USI account via the Student Portal.
The new ‘Provide your USI’ functions available to students include options to:
- print verification details;
- email verification details;
- assign online permissions to their RTOs to view their transcripts as well as to view or update details on a their behalf.
To encourage students to assign permissions to view a transcript to the relevant RTOs, they are prompted to consider this option as part of the USI creation processes and when re-accessing the account after a long period of time.
The view transcript function has the potential to significantly streamline some enrolment processes for RTOs but student uptake will rely heavily on RTOs also providing encouragement and support including by providing students with their RTO code to simplify the search process and also by explaining the benefits.
Individual Exemptions Code – NEW
A new exemption code, 'INDIV', is being introduced for students who have an individual exemption for a genuine objection to being assigned a USI. This code will be available for use in the AVETMISS validation software (AVS) from 21 August 2017.
In accordance with the Australian Vocational Education and Training Management Information Statistical Standard (AVETMISS), RTOs may use the individual exemption code in place of a USI to meet national reporting obligations in relation to training delivered to students who have been granted an individual exemption.
Once this code comes in effect, RTOs will no longer need to include the existing special ten digit alpha-numeric code with their reporting.
For 2017 only, any students which fall into this category (who have already been reported) may EITHER use the special existing code or the 'INDIV' code. However, from 2018 the ‘INDIV’ code must be used for all genuine objectors.
It is important to note that RTOs MUST sight the exemption document issued by the USI Office to the student. To date very few individual exemptions have been granted. The usage of the ‘INDIV’ code will be closely monitored.

USI Transcript Service Activation – UPDATE
Since the activation of the USI Transcript Service last month, there have been over 38,000 USI Transcript views, with over 7,000 transcripts downloaded. RTOs that have permission set by a student within their USI account are now also able to view and download their student’s USI Transcript.
This marks an important milestone for the USI initiative. Access to the training data via the USI Transcript Service may help training participants and RTOs with enrolment processes, credit transfers, and entitlement assessments. Individuals may also use the USI Transcript Service to provide evidence of their skills when applying for jobs or enrolling for further training.
