Requesting an exemption from the USI
A USI gives you access to an authoritative, consolidated online transcript of all the VET qualifications that you undertook after 1 January 2015. As people may participate in various training activities delivered by different training organisations over time, the ability to obtain a transcript of such training can be very valuable, especially if the training organisation that issued the original qualification is no longer operating or if the original transcript is lost.
Training organistations are required by law to only issue qualifications for nationally recongnised training to those individuals who have a USI, unless they are exempt. A number of measures are in place to protect personal information provided to create a USI.
However, if you have a genuine personal objection to being assigned a USI you can apply to the Student Identifiers Registrar for an exemption. The exemption, if granted, will entitle you to receive a qualification without providing a USI.
To apply for an exemption, you must complete a Commonwealth Statutory Declaration and send it to the Registrar at the following address:

You must include all the information required in the Statutory Declaration, which you must sign before an authorised witness. The list of authorised witnesses is included in the Statutory Declaration form. You must not change the template as it is a legislative requirement.
You should note that if you do not provide all the information required in the Statutory Declaration form, your application for exemption may be rejected and you may be asked to submit another complete Statuary Declaration to be considered for an exemption from the USI.
Why is a Statutory Declaration necessary?
You need to lodge your application for an exemption from the USI in the form of a Statutory Declaration because the Registrar is required by law to be satisfied that an individual has a genuine personal objection to being assigned a USI. As Registered Training Organisations are not permitted by law to issue a Vocational Education Training (VET) qualification to individuals who do not have a USI unless they have been exempted, it is essential for you to establish your identity. As your details will not be stored in the USI Registry System it is necessary for you to establish your identity by means of a Statutory Declaration to verify your identity.
The Statutory Declaration also explains that you will not be able to request from the Registrar a transcript of the VET qualifications you obtain without a USI.
What happens after I send in the Statutory Declaration?
The Registrar will assess the information you include in the Statutory Declaration. If the Registrar approves your request for an exemption, you will be mailed a notice, signed by the Registrar, confirming that you have been exempted from the USI. This notice will include your name and the place and date of birth you included in the Statutory Declaration.
You will need to show this notice to your training organisation, so that it will be able to lawfully issue a VET qualification in the name shown on the Statutory Declaration without the need for a USI. It is essential therefore that you indicate a mailing address in the Statutory Declaration to which you want the confirmation of exemption to be sent.
Training organisations are permitted to enrol you in training pending resolution of your application for a USI exemption but must not issue a qualification or a statement of attainment to you in relation to that training until you provide a USI or show them confirmation of your exemption.
How can I demonstrate that I have a genuine personal objection to being assigned a USI?
You need to state briefly in the Statutory Declaration the reason why you object to being assigned a USI. It is entirely up to you what reason you choose to provide. What is important is that it is stated so the Registrar knows you have a personal objection to being assigned a USI.
