A USI is required for students undertaking nationally recognised training (qualifications, accredited courses, skill sets and units of competency) unless exempt. This includes international students studying in Australia.
International students undertaking a VET course offshore (that is, not in Australia) do not require a USI.
A USI is required for offshore VET students who have an Australian ID, such as Australian expats or residents.
Student from a country other than Australia cannot apply for a USI whilst they are still overseas. These students will be able to apply for a USI as soon as they have entered Australia using their non-Australian passport and Australian visa.

Yes, as long as they have the student's permission, they can create a USI on behalf of another person. They will also be required to read and accept the Terms and Conditions relating to creating a USI on behalf of another person.

USI accounts created online with the required ID are generally processed within a few minutes.

The DVS is a secure, online system that provides for automated checks of the accuracy and validity of information across the common documents accepted by government departments as ‘proof of identity’.
It enables the cross- checking of identity information against the records of issuing agencies such as Births Deaths and Marriages. More information.

Students do not need a USI to enrol. However it is recommended that a student provides their USI to the Training Organisation at the time of enrolment. Students cannot receive their statement of attainment or qualification unless they have a USI. RTOs should also be mindful of any requirements their funding bodies may have in relation to the USI at the time they enrol students. More information.

To be AVETMISS compliant from January 2015, all training organisations that submit data to NCVER will need to include the USI. The USI must be collected before awarding a certificate of attainment, or before you report to NCVER, whichever comes first.
You should note that enrolment is not dependent on students having a USI. RTOs may wish to enrol students who do not have a USI at the time if they find this expedient or necessary. Before doing so RTOs should also be mindful of any contractual obligations that their funding body may have stipulated in relation to the USI. More information.

Students that have continuing enrolments from 2014 into 2015 should create their USI as soon as possible. Students are required to have a USI before they can be issued with a qualification or statement of attainment.
