You must enter your passport number not your visa number. If you haven’t been issued with a visa you will not be able to use your international passport.
You cannot apply for a USI whilst you are still overseas. International students (including New Zealand) can only create their USI once they have entered Australia using their non-Australian passport and Australian visa.
If the passport was issued in Hong Kong - When you are creating your USI try selecting country of issue as China
Check how your name is spelt on your Visa Grant Notice. Your name details contained on the Visa Grant Notice is how you should enter your name in the USI creation form.
If the Visa has expired the passport won’t verify.
If you have a new passport and you haven’t advised the Australian Department Immigration of the new details, use the old passport number - this should verify
If you have an accent (diacritic) in your name, refer to the bottom of your Passport to see how this has been interpreted e.g. ä may be interpreted to read ‘ae’.
