What is a VRB?

A VRB is:

  • a government agency responsible for Vocational Education and Training (VET) which handle or process AVETMISS reports from training organisations and to verify USIs

  • a government agency responsible for VET programmes which have a need to view and if authorised by the individual, may view an individual’s USI account to check eligibility to a training entitlement. These agencies can also access the USI Registry system for auditing RTOs that receive funding from these training entitlements.

  • agencies responsible for regulating the VET sector, namely Australian Skills Quality Authority (ASQA), Victorian Registration and Qualifications Authority (VRQA) and West Australian Training Accreditation Council (WATAC).

Note: It is possible for a government agency that is responsible for VET to be granted access to the USI Registry System as both a VRB and a VAB where they need to perform both roles.

What can a VRB do in the USI Registry System?

VRBs can:

  • verify USIs
  • view individual USI accounts, when authorised by the USI account holder
  • access standard reports developed by the USI Registrar.

What information do I need to provide to make an access request?

You will need to provide the following information:

  • confirmation that you meet the definition of a VRB from the Student Identifiers Act 2014 as well as an explanation of why you require access to the USI Registry System, instead of just requesting individuals to provide them with a USI transcript

  • their Australian Business Number and the entity name associated with this number on https://abr.gov.au

  • their preferred display name in the USI Registry System, with which USI account holders will be able to search for the organisation to grant access to their records

  • a specific email address for receiving updates from the USI Office, recommended to be a group or general inbox to ensure that the organisation continues to receive updates even if there are internal staffing changes

  • an indication of which way you will access the USI Registry System:

    1. through this website (from which your staff can logon to process one-on-one transactions for functions such as collecting, verifying or viewing USIs),

      and/or

    2. through a direct connection with your Student Management System using Web Services (to do multiple or batch USI transactions of collecting, verifying or viewing USIs).

Note: All VRBs are required to have an AUSKey for login to use the USI Registry System.

I do not qualify as a VRB, how can I get access to the registry?

You may qualify for access as a VET Admission Body (VAB).
